fix: 修复仪表盘带宽验证码API路径错误导致网络错误 

根因: dashboard页面fetch使用硬编码绝对路径 /bandwidth-send-code，
通过nginx代理 /api/proxy-v3/ 访问时请求到错误路径导致404。
修复: 从window.location.pathname动态提取API前缀，兼容直接访问和代理。
