feat: 新增人格体注册表、签到机制和巡检系统
- 更新 memory.json: 新增 human_controller、default_controller、authority_note 权限架构
- 创建 agent-registry.json: 扫描所有 62 个 workflow 并注册
- 创建 checkin-board.json: 签到数据库
- 创建 agent-checkin.yml: 每日签到 workflow (UTC 02:00 = 北京 10:00)
- 创建 zhuyuan-daily-inspection.yml: 每日巡检 workflow (UTC 04:00 = 北京 12:00)
