copilot-swe-agent[bot] 92a4d25a50 README 重构：将系统介绍和公告栏移至仓库首页最顶部 
将冰朔创建的核心内容（系统简介、冰朔公告栏、合作者公告栏）
从页面中下部移至 README.md 最顶部，方便打开仓库首页即可
查看系统状态。仓库标准展示模块（标题/徽章、铸渊工作区、
开发团队、模块目录等）移至下方。

所有 bulletin 动态标记保持不变，自动更新脚本正常兼容。
