in server-patrol.yml (root cause: GitHub Actions not permitted to create PRs)
Phase 5: Generate comprehensive health report at
reports/health-report-2026-03-21.md covering all 5 phases
Update README system status section with health report link

- data/patrol-logs/.gitkeep (巡检日志目录)
