fix: CN LLM relay SSH — use SG ProxyJump + public key extraction diagnostics

Root cause: GitHub Actions → 广州直连 SSH认证失败,因authorized_keys中
的公钥与ZY_CN_LLM_KEY私钥不匹配。
修复:
1. 改用SG(新加坡)跳板连接方式 (GitHub Actions → SG → 广州),
与deploy-cn-landing.yml保持一致的SSH架构
2. 添加公钥提取诊断: ssh-keygen -y 从私钥导出公钥并显示,
冰朔可直接粘贴到广州服务器authorized_keys
3. 所有三个job(deploy/health-check/restart)统一使用ProxyJump
4. 每个job添加SSH密钥清理步骤
