The rsync `-e "ssh -F ~/.ssh/config"` fails because `~` inside double
quotes is not expanded by bash. rsync passes the literal `~/.ssh/config`
to ssh, which cannot resolve it. Removing `-e` lets rsync use the default
ssh, which reads `$HOME/.ssh/config` automatically.
