- Add buffer-collect.yml and buffer-flush.yml workflows
- Modify skyeye-checkin-receiver.yml to write to buffer/inbox/
- Add iron-rule check: block direct writes to grid-db/
- Add buffer/README.md and update grid-db/README.md
