🧬 添加双端神经系统自报告步骤到10个workflow
为以下workflow的最后一个job追加自报告step：
- zhuyuan-skyeye (skyeye)
- skyeye-weekly-scan (notify-notion)
- zhuyuan-gate-guard (gate-guard)
- deploy-to-server (notify)
- syslog-pipeline (pipeline-e-changes)
- distribute-broadcasts (distribute)
- server-patrol (patrol)
- zhuyuan-daily-selfcheck (selfcheck)
- sync-dev-status (sync-dev-status)
- zhuyuan-exec-engine (execute)
每个自报告step会在job完成后（无论成功/失败）写入JSON报告
到 data/neural-reports/{subdir}/ 并自动提交推送。
