Completely restructure README.md into 8 zones:
- Zone 1: System Identity with badges and capability cards
- Zone 2: System Dashboard with health metrics and alerts
- Zone 3: Federation Status for 6 spoke sub-repos
- Zone 4: System Announcements (last 5)
- Zone 5: Symbiosis Dynamics (human + AI activity side-by-side)
- Zone 6: Team Architecture with full 11-member roster
- Zone 7: Technical Infrastructure (folded details)
- Zone 8: Quick Entry + Footer
Preserves all 7 existing automation markers and adds 4 new ones:
DASHBOARD, FEDERATION, BULLETIN, SYMBIOSIS
Updates statistics to verified counts: 83 workflows, 86 agents,
17 personas, 11 developers (8 active), 5 guards, 10 modules.
